In a remote South American jungle, Baron Zemo gets the visit from a pilot that brings him supplies each year. This time, he explains how Captain America shattered a vat containing Zemo's Adhesive X which spilled over his hood and forever glued it to his face. The Nazi later got his revenge when he sabotaged a prototype airplane which he thought destroyed the hero and his partner Bucky. Zemo assembles a team composed of the Black Knight, the Melter and the Radioactive Man who will battle their respective nemesis in the Avengers. But the heroes defeat the Masters of Evil by switching enemies to destabilize them. The villains are arrested but Baron Zemo manages to escape.
The Enchantress and the Executioner visit Baron Zemo in the Amazon Jungle and offer to join forces to defeat Captain America and Thor. The Executioner has succeeded in sending Captain America to the Amazon Jungle to face Zemo. But when Cap destroys his palace and sends off the natives, Zemo chooses to escape in his aircraft, unaware that his enemy has hitched a ride clinging to the hull. Afraid to be defeated by the Avengers, the villains try to fly away but Thor entraps their ship into a space warp.
The Enchantress casts a spell to bring the Masters of Evil back to Earth. They bail Simon Williams out of imprisonment and take him to South America. Baron Zemo submits the criminal to ionic rays that give him super-strength, but that will kill him if he does not take an antidote each week. Calling him Wonder Man, he gives him the mission to join the Avengers so the Masters of Evil can defeat them from within. Wonder Man lures the heroes to South America where they all get captured. When Zemo prepares to kill the Avengers, Wonder Man suddenly attacks him and frees the Avengers. The Masters of Evil chose to escape again.
A master of time called Immortus appears before the Masters of Evil and offers to join their team. To prove his worth, Baron Zemo asks him to destroy one of the Avengers. While Immortus has taken Captain America to the past, the Masters of Evil attack the Avengers and gain the upper hand until Cap returns victorious with Rick. The Enchantress casts a spell to bring her team back to the moment before they met Immortus, so for anybody else, it is as if nothing ever happened.
The Nazi operative sabotages an American prototype airplane and causes the demise of Captain America and Bucky.
To support the Nazis, Dr. Zemo has invented a new Death Ray that can disintegrate its target. He confronts Nick Fury and his Howling Commando who force him to flee and destroy his own weapon.
Baron Zemo sends an army of assassins against Captain America, but the spar-spangled hero manages to beat them all. Then he broadcasts a TV message telling Zemo that he will have to face him and publicly calls him a coward.
Baron Zemo has Rick Jones captured and taken to his lair in the Amazon jungle to lure Captain America and send the rest of the Masters of Evil in battle with the other Avengers. When he comes face to face with his archenemy, Zemo tries to shoot the Captain America with his disintegrator pistol but the hero blinds him with the sun's reflection on his shield. The blast hits a supporting rock above him and Zemo is crushed to death under a rockslide.
