He is informed via phone call of an explosion in Wall Street and a series of murders by Ham, but Ham, Monk and Long Tom are immediately kidnapped by a group called the Silver Death's-Heads. Doc Savage arrives at the scene and investigates. He heads into a factory where he finds an unconscious girl. He awakens her and quickly calms her and her friend who attempts to ambush Savage. Before long, Ull, leader of the Silver Death's-Heads barges in and they fight. He feigns unconsciousness and learns where the villains are targeting next. He arrives at one Gardner's mansion - a competitor of the recently deceased Commodore - and finds his butler dead. Gardner meets them and threatens to call the police. Doc Savage tells Harry Pace to stay with Gardner while he looks around. Savage finds members of the Silver Death's-Head and takes one captive, before finding a member of Gardner's company - Hugh McCoy. McCoy accuses Gardner of killing his butler. He returns to Harry Pace to find him unconscious and Gardner gone.

He ambushes members of the Silver Death's-Heads after following a lead from a dying member of theirs. Close by, he finds Ham, Long Tom and Monk tied up. After freeing them, more of the group arrive and nearly defeat Doc Savage with a grenade. The team then investigate the area and find a secret trapdoor, wherein they find evidence to the water-based plan of the Silver Death's-Heads. Savage brings them back to his building and shows them a submarine he invented. They utilise the submarine to venture into the harbour, where they find sunken buoys and an enemy ship waiting for them. They equip diving gear and fight the boarding Silver Death's-Heads. Savage sees two men escaping on a boat. He follows them, and battles Ull and the mysterious leader of the group. The leader turns out to be Hugh McCoy, who had invented Gardner as a misdirection and had been killing businessmen and had been merging with their companies and stealing their profits.
