Good.
"I do not consider myself guilty of the Lizard's crimes, but I am responsible for them..."
Most of the 8-page annual back-up stories are bad. Here's a good one, which raises a question: why didn't they do more of these courtroom stories? It's an easy way to tell a story and also include plenty of references to previous comics. They almost write themselves. Doing these in annuals in a no-brainer. Yet, they didn't do them.

I appreciate seeing the court drama as a way to set up a prelude to further Lizard stories. Learning about how the courts work in the Marvel Universe shows how different it is from real life...

This wasn't really worth being its own story, it is just setup and could easily have been built in to whatever upcoming story this is setting up.

Or a devious escape from the vault where he turns everyone into little Lizard children and tries to take-over the world again. I could only hope at least.
