Well, at least this one is sea-and-ships related, and not a murder mystery or mob racket that Sub-Mariner, prince ruler of EFFIN' ATLANTIS, has no business dealing with.

The villains plan is one of those oh so Golden Age ones that seems devious and cruel on first glance but then you realise it's just an overly convoluted mess that's practically begging to be foiled.
