While Doc Samson is attempting to get the Hulk back from the Microverse, Ross worries about what they'll do once they do get Hulk back. Later, Ross is present when Hulk and Jarella are brought out of the Microverse.
With an angry Hulk rampaging around the base, Ross is able to distract the Hulk long enough for his people to capture the Hulk, putting himself in gave danger. He’s also present when Professor Kronus tries to convince Bruce to go back in time and prevent himself from ever becoming the Hulk.
General Thunderbolt Ross pressures Bruce Banner into proceeding with his test of the Gamma bomb. Informed of the Hulk's appearance after the test, Ross and his men arrive at Bruce's house, looking for the creature. Instead, he finds Banner and the unconscious Igor, whom they suspected was a spy.
An unknown spaceship shows up on the army's radar and General Ross orders to shoot it down. He finds Banner in the wreckage and arrests him for treason. The Toad Men attack but Ross refuses to surrender. The Hulk takes Betty hostage to Bruce's place. Next morning, Banner has stopped the invasion but Ross is still suspicious of him.
General Ross uses Rick Jones to lure the Hulk into a rocket then he sends it to space. A cosmic incident causes the capsules to crash and he finds the creature with the Circus of Crime when the FBI arrests the criminal team.
General Ross is contacted by Tyrannus who holds his daughter hostage and tries to force the US military not to interfere when he attacks the surface with his army.
Sabotages on his base force General Ross to seek the help of the Fantastic Four to find and destroy the Hulk, whom he thinks is responsible. Some time later, the Fantastic Four capture Karl Kort, the actual Wrecker, proving that Dr. Banner was right about the Hulk, and they hand the spy over to Ross. Grateful for their help, the general decides to hold a military ceremony in their honor.
General Ross faces an alien who announces his intentions to conquer Earth using his absolute power over anything made of metal. Ross sends his army and weapons against the invader, but the Metal Master dissolves their guns, rockets and tanks before they can do any harm. Ross gets the news that the Hulk is facing the Metal Master in Washington, D.C. so he drives with an army to the capital but arrives after the battle is over. He is shocked to learn not only that the Hulk forced the alien to leave, but also that the Hulk was later granted presidential pardon for defeating the invader.
Bruce Banner returns to New Mexico, and after scolding him for his absence, General Ross shows him the strange rock formation emerging from the ground and asks for his expertise to get rid of it. The Avengers arrive and start looking for the source of this growing hill. When the Hulk arrives and attacks the team, Giant-Man tricks him into smashing the rock at its only vulnerable spot, causing it to implode.
Despite his daughter's objection, General Ross proceeds with the test of the Iceberg Rocket that he hopes will capture the Hulk.

General Ross refers Giant-Man and the Wasp to Bruce Banner who might help them locate the Hulk. Told by the Human Top that the Hulk is in a deserted town, he orders the launching of a nuclear shell to destroy him.
General Ross has to deal with the rampaging Hulk and an unknown monstrosity in New York City.
General Ross and Talbot cage the Hulk and the Sandman inmidst fight to throw them into the sea. He then visits his daughter at the hospital only to find out she turned into glass.
In fear of his daughter's safety, General Ross agrees to Talbot's proposal to work with the Leader once more to stop the Hulk.
General Ross accuses Bruce Banner for the disappearance of the indestructible robot he was working on but refuses his offer to build a stronger model to combat the original. He intends to contact the Pentagon to report his suspicions about him.
Ross meets Major Glenn Talbot who informs him that he was sent by the Pentagon at his request to investigate on Bruce Banner. He introduces new his Security Chief to his daughter Betty. Thanks to Talbot who found the Hulk unconscious, he is able to capture the monster but he learns later that an impostor posing as him has freed the monster.
Still not trusting Bruce Banner, General Ross orders Major Talbot to keep an eye on him while they move the scientist's latest invention to another base. After Talbot places Banner under arrest for trying to steal the device, Ross is forced by the Pentagon to release the scientist. On Astra Isle, Banner goes missing, apparently taken by a Communist sub, and Ross believes that he has defected to the Reds.
As Banner has returned, General Ross puts him under arrest again but is forced by the Pentagon to let him conduct the tests on the Absorbatron. However, before the tests begin, the Astra Isle is invaded by countless humanoids and Banner disappears again, along with the Absorbatron. An S.O.S. signal leads them to a mesa where the army finds the weapon destroyed and Banner apparently dead.
When the missile base is being attacked by a 500-foot high humanoid, General Ross is convinced that it is in league with the Hulk. He launches a super-missile at them but only manages to destroy the humanoid. Ross and his army track down the Hulk to a cave and he threatens to nuke it. While they decide to only launch regular missiles, they cannot find the Hulk's body under the debris. With the presence of scientific equipment in the cave, Talbot suggests to Ross that the Hulk may be the product of Banner's experiments.
